Create a map of the ParsedHedTags by type.
Parameters
- tagList: ParsedHedTag[]
  The HED tags to be categorized.
- tagNames: Set<string> | null = null
  The tag names to use as categories.
Returns Map<string, ParsedHedTag[]>
A map of tag name to a list of tags with that name.
